Biography
Penelope Rushburrow grew up in Viridian City. Honestly, it never was a crowded place to be, but that's what made it such a great place to live. It wasn't void of people, and it did get pretty busy because of all the visitors that came from all over Kanto. It was located near the forest, so it made sense for people to come. Viridian Forest was always known for being a great place to catch Pokemon, (particularly Caterpie, though Penny herself knew a lot of people who caught Pikachu there, too.)
Penelope, or Penny as she prefers to be called, was always a responsible individual. She had to be, because she was often put in charge of her little cousins who lived over in the much more lively Saffron City. But she's an only child, so she never had any siblings. Her family was never really known for taking on Pokemon adventures. Her father was a business man and her mother was a nurse. Not for Pokemon, but for people.
However, Penny was a special member of the family, because despite her family's disinterest, Penelope absolutely loved Pokemon. She would always travel into the forest and stay out way too long just watching Weedle scurry around, chewing on leaves and the like. One day she brought home an injured Pikachu, and nursed her back to health. Though, she begged her parents to let her keep it, unfortunately they were firm in the idea that she wasn't ready. So she released it back into the forest.
Though Penny was very upset, she kept her head screwed on and refused to react unkindly to her parents. Even though she seemed to eventually get over it, her parents could tell that letting go of such a cute Pokemon was not easy for Penny. They felt really bad for her, and decided that they really needed to make it up to Penny some how.
Eventually, her father came up with a brilliant idea. He bought a catalogue for his daughter to see all of the different things someone could do with Pokemon. It was a curious thing that happened, because as it turned out, her interest stuck with Battling and Coordinating respectfully. Curious because Penny had never exactly seemed like the coordinating type. Dorky, clumbsy, and without a clue about fashion, her parents were very concerned. And honestly, she didn't seem like the battling type either. She didn't exude much confidence, just a lot of stress and panic.
When they vocalized their concerns, Penny reassured them that she wouldn't really be the one in center stage, but her Pokemon. They tried to explain otherwise, but it was like talking to a rock. Whenever the topic of Contests or Gym Battles were brought up, the girl disappeared into her own little world. Honestly, her parents tried to explain that one of these goals would be challenging enough, but that taking on both would be almost impossible. But still, this was one challenge she was willing to take on.
Honestly, her parents, regardless of which path Penny would choose, knew for certain that Penny would absolutely love a Pokemon. The kind that they would go for? That was the challenge. Honestly, Penny hadn't seen that many of a variety of Pokemon up close ever. Just the Pidgey, Caterpie, Rattata, the usual. The most amazing encounter was the Pikachu she helped her mom nurse back to health. It made them consider trying to catch a Pikachu in the wild, but then her father came up with a better idea.
Penny's father knew a friend, a Breeder, who lived in Lavender Town, who bred a lot of Eevee. It was a peculiar place to breed, her father always thought, but he'd always known the fellow to be rather odd. Still, he'd trusted the friend because he was a really talented Breeder. He had received Pokemon from him before, and they'd never failed from being impressive.
Especially his Eevees.
So Penny's parents both braved a visit to Lavender Town, and had a meeting with the man. They met the litter of Eevees and eventually decided on the one that was most unlike her. This Eevee seemed like such a stress reliever. Even in the uncomfortable Lavender town, it's laid back nature made the atmosphere so much more bearable. Her parents knew this particular Eevee would be perfect for her regardless of what Penny chose to do.
To say that she was surprised was an understatement. Penny was thrilled! The teen hardly was able to contain her excitement, and hugged the brown furball on site. To say that the Eevee shared her enthusiasm would be a lie, because she didn't. The emotion that came out of Penny was rather off putting to her, but that was what they had expected. The two were such pollar opposites, that it would definitely take time for them to bond. There would be no spontanuity to their relationship.
Because of the Eevee's cold attitude, Penny started to get second thoughts, but with some encouragement from her parents, decided that she would give her new friend a chance. Because of the harsh and coldness of the Eevee's first encounter with her Trainer, Penny called her Flurry. The Eevee's furry coat did something to help with the name, too.
Now, she hasn't quite started her journey yet. She's always been quite the thinker after all. Her first steps, and all the rest that come after it, needs to be considered and planned. Also, taking some time to bond with her new friend would be nice, too.

Personality: Flurry is an incredibly laid back individual who never sweats the small stuff. Well, what she thinks is small. She isn't a rather powerful Pokemon, nor does she have a lot of class. She's a timid and shy Pokemon on the inside, but on the outside she showcases a more calm and collected stance... until she's on stage. Penny was told that she was bred specially for Contests, but that is obsolete because she has stage fright. Despite this, Flurry is not without her own bit of sass. She doesn't really respect Penny yet, and they can get in their little squabbles. She doesn't hate her or anything, but she can be hard to handle, and can be rather cold. She doesn't feel sympathy easily, but she is willing to defend if her new Trainer really is in danger.
